Is the MINI loom vehicle-specific?

The referenced item is a flying-lead loom. It requires vehicle-specific termination and circuit testing.

Can it connect a bare wideband sensor to MINI?

No. MINI needs an external wideband controller. The harness carries the controller's compatible signal, not a direct LSU sensor connection.

Is this a complete terminated harness?

Check the individual item. A loose connector / terminal set, universal flying-lead harness and vehicle adapter are different products. The quote should identify length, endpoints and termination.
