Does this fit every Prado 2700?

Fitment is not confirmed across years and markets. Match the ECU part number, connector face and required intercepted circuits.

Is a plug-in adapter already tuned for the engine?

No. A wiring adapter and an engine calibration are separate items. Injector, fuel, boost and timing settings must match the actual installation.

Is this a complete terminated harness?

Check the individual item. A loose connector / terminal set, universal flying-lead harness and vehicle adapter are different products. The quote should identify length, endpoints and termination.
